Nicholas Lumley QC, instructed by CPS, prosecuted the case of a man who killed for a second time.
On 21st February, Paul Plunkett pleaded guilty to the murder of his partner and was sentenced to life imprisonment with a minimum term of 23 years. In the mid-1990s, he had killed another partner but had managed to keep that secret from the woman he was later to murder. News of the second killing prompted calls for greater use of ‘Clare’s Law’.
