Paul Greaney KC acts on behalf of the Chairman of the Omagh Bombing Inquiry in the High Court in Belfast

On 3rd and 13th September 2024, in his role as Counsel to the Omagh Bombing Inquiry, Paul Greaney KC appeared before Humphreys J. in the High Court in Northern Ireland in order to resist an application for judicial review brought by Peter Keeley.   Mr. Keeley has been described as an agent of British security forces during the Troubles.   He is said to have supplied information about dissident republican terrorist activity that might reasonably have enabled UK state authorities, whether on its own or in conjunction with other information, to disrupt dissident republican terrorists engaged in the planning and preparation of the Omagh Bombing.  Lord Turnbull, the Chairman of the Omagh Bombing Inquiry, had refused an application for Core Participant status by Mr. Keeley on the basis that whilst he had important evidence to give, the appropriate status for Mr. Keeley was as a witness not as a Core Participant, undertaking to keep that decision under review.   Humphreys J. dismissed the application of Mr. Keeley concluding that it was unarguable.   In part, he did so on the basis of the principles expressed in R. (EA and BT) v the Chairman of the Manchester Arena Inquiry [2020] EWHC 2053 in which Paul Greaney KC appeared on behalf of the Chairman of the Manchester Arena Inquiry.
